Publication Date: 08-Nov-2022 Expression of Interest Deadline: 22-Nov-2022 Assignment Description Advertisement Text: The World Bank Group seeks a survey firm to support in the testing of a package of interventions to support early grade reading outcomes in students in Grades 1-2 in Mozambique, as part of the Aprender+ (Coach Mozambique) program. Coach, an initiative within the Education Global Practice, aims to strengthen how the World Bank helps teachers be effective and successful, by focusing on supporting teachers to improve their delivery of content rather than the assessment and/or revision of the content itself. The Coach program is situated within the Bank's broader Literacy Policy Package, which is designed to help children learn to read. The Literacy Policy Package aims to: (1) generate a political and technical commitment to reduce learning poverty; (2) support teachers to improve their teaching to support all students to learn; (3) provide schools and children with access to age and skill-appropriate texts and including reasonable accommodations for accessibility as needed; and (4) ensure children are taught in the early grades in the language they speak or communicate with and understand (including sign language). The World Bank team was awarded a grant to pilot the global Coach approach in Mozambique. The pilot, Aprender +, will develop and test a package of integrated interventions at the school level, including the development of structured teaching and learning materials, teacher training and coaching, frequent assessment and monitoring of progress, and the use of ICT to support implementation. The package includes the (1) the provision of high-quality teachers guides for Portuguese language for Grades 1 and 2 that are aligned to the curriculum; (2) a robust system of teacher support and training to use these teachers guides in the classroom including through initial training and ongoing individual coaching; and (3) the use of monitoring and regular assessment at the ZIP level, to check whether these resources are being used by teachers and students, assessing students literacy outcomes, and providing teachers with coaching and technical support if they are not following the teachers guides with fidelity. In 2022, Aprender+ was piloted in the Niassa and Manica provinces in a total of 60 schools. In June and July 2022, the program delivered an intensive training to Grade 1 and 2 teachers, pedagogical leaders and monitors in the participating schools, focused on the program content and methodology. After the training, teachers in the participating schools began using the lesson plans for Portuguese classes. Pedagogical leaders of the program (Directores Adjuntos Escolares in the participating schools), conducted regular classroom observations and coaching visits to teachers, following the Aprender+ protocols, every two weeks. Program monitors (ZIP Coordinators in the participating schools), conducted monthly visits to participating schools to assess progress. A process evaluation was carried out in parallel with implementation in 2022 to understand whether the program was implemented as intended, and to identify design and implementation adjustments needed ahead of Year 2 (2023). In 2023, Aprender+ will be scaled up in the Niassa and Manica provinces, to reach a total of approximately 400 schools in Niassa, and 300 schools in Manica. In early 2023, the program will deliver an intensive training to Grade 1 and 2 teachers, pedagogical leaders and monitors in the participating schools, focused on the program content and methodology. After the training, teachers in the participating schools will begin using the lesson plans for Portuguese classes. Pedagogical leaders for the program (Directores Adjuntos Escolares in the participating schools), will conduct regular classroom observations and coaching visits to teachers, following the Aprender+ protocols, every two weeks. Program monitors (ZIP Coordinators in the participating schools), will conduct monthly visits to participating schools to assess progress. An impact evaluation will be carried out in parallel with implementation in 2023 to understand whether the program is leading to the expected outcomes in terms of improvements in teaching quality and ultimately, students achievement in literacy. The pilot will ensure that for students learning to read in the Portuguese language: i) teachers are comfortable using the structured lesson plans; ii) coaches and monitors are well trained and have the means to effectively visit schools frequently, observe classrooms, provide feedback and training to teachers, using technology as needed to make training more effective; iii) teaching and learning materials are developed, reach the schools in a timely manner, and are used by all children in the classroom; and iv) learning assessments are used as part of the teaching and learning process. The Aprender + pilot and evaluation will allow the World Bank to advise MINEDH on the extent to which the Aprender + program could impact teaching practices in the Mozambican context. All the below activities are aimed to facilitate and support the Aprender + pilot activities in 2023. SCOPE OF WORK The firm will be responsible for overseeing and managing the following activities: Activity 1: Develop training plan and logistics for Aprender+ in Manica and Niassa in 2023. The objective of this task is to manage all logistics and coordination for the programs initial trainings in Niassa and Manica, at the start of the school year. Activity 2: Printing of program materials. The objective of this task is to ensure all materials are printed and delivered in a timely manner. Activity 3: Training of master trainers. The objective of this task is to train, prepare and support the group of master trainers who will in turn co-facilitate the training of teachers, coaches and monitors for the program. Activity 4: Training of participating program monitors, DAEs and teachers. The objective of this task is to execute the full training for teachers, coaches, and monitors in Niassa, and to execute a small-scale pilot training in Manica. Activity 5: Ongoing support to program implementation. The objective of this task is to support ongoing program implementation in the selected schools throughout the entirety of the school year, providing the necessary follow-up to ensure that learning from initial training is translated to the classroom and school level. Activity 6: Ongoing program monitoring and quality assurance. The objective of this task is to ensure program teachers, coaches and monitors follow the intervention design with fidelity. Activity 7: IT Management and logistics. The objective of this task is to procure tablets for program monitors to use in their activities for the program, and ensure that they are well distributed, functioning, and have available airtime data for program activities. Activity 8: Coordination and liaising with relevant stakeholders. The objective of this task is to support in program coordination between the relevant actors (WBG and MINEDH).
