• Description:
• Quotation are invited for Consultancy for Elaboration of the Gender Action Plan (Gap) for Delpaz-Sofala. The Austrian Development Agency (ADA) has been delegated by the European Union (EU) to implement the Sub-Program for Sofala Province of a strategic project focusing on local development for peace consolidation in Mozambique (DELPAZ Sofala) until the end of December 2024. The overall objective is to contribute to the consolidation of peace at the subnational level in Mozambique. The specific objective is to improve the livelihoods of rural communities in conflict-affected districts in Sofala province, with a special focus on women, youth, and disadvantaged groups. The objective of the consultancy is to develop the gender action plan/strategy for the DELPAZ-Sofala Sub-Program. Promoting access to investment in agriculture and infrastructure is linked to promoting gender equality, social inclusion, peacebuilding, climate change resilience, and economic empowerment, so they should be prioritized in the development of the Gender Action Plan (GAP). In the first phase, the task is to align gender indicators based on the transformative gender approach, an element recommended in the "GAPIII of the EU Gender Strategy" in the action description of the DELPAZ-Sofala Sub-Program, without excluding the sensitive, responsive (integrated) and transformative gender approach, and to contribute to the implementation of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Mozambican Gender Implementation Policy (2018), as well as the Sustainable Development Goals (SDGs). The Gender Action Plan and Deliverables include the context, types of activities, outcomes, short and medium term results including timeline and indication of responsibilities, presentation of the theory of social change and proposed adaptations of the DELPAZ-Sofala theory of change, the orientation manual for training/capacity building, the guide for collecting information and images, the activity guide for operating the internal reporting mechanism, the proposal for a plan for continuous training, for technical strengthening of the DELPAZ-Sofala project management team and implementing partners. In a second phase, the consultant shall provide technical support and capacity building and training to the project management team and the implementation partners such as CEPS, SDAE and SDPI district technicians, the consortium of CSOs, Young Africa and economic empowerment facilitators as well as beneficiaries for the implementation of the GAP according to the requirements elaborated in the specific terms of reference including the timeline at the time of requesting these services. After signing a framework contract, the consultant is requested to start for the first phase the desk reviews and deliver the Inception Report. After the acceptance of the report by ADA, the consultant shall start field visits and prepare the draft final report, that should be produced and presented to DELPAZ Sofala implementing partners for review and comments. The consolidated final report of the first phase shall be submitted by of May 2023. The final report for the first phase will be shared with interested implementing partners (UNCDF, ADA, AICS) in the three provinces, Sofala, Manica and Tete of DELPAZ. Within the framework agreement and individual service contract, the consultant will provide technical assistance and capacity building as needed and train implementing partners such as CEPS, SDAE and SDPI district technicians, the consortium of CSOs, Young Africa, economic empowerment facilitators and beneficiaries during the period May to September 2023."
