• General Procurement Notice for Consulting Services for Capacity Building for Staff of Public Institutions and Regulatory Reforms -Quality and Cost Based Selection The project has the following three components: Component 1: Strengthen Institutional capacity Policy, Regulatory, and Business Environment for Agro industrial development.: Under this component the project will provide Technical Assistance and capacity building for staff of public institutions and regulatory reforms with a view to improve the business environment. This will include staff of the Ministry of Industry, Extension agents (MADER), staff of training institutions, and non-government agencies located in the Niassa Province. Component 2: Support agricultural productivity, skills, and enterprise development to enhance agricultural value chains: The second component of the project is sub divided into two subcomponents namely (i) Enhance Climate-Smart Agricultural Production and Productivity and (ii) Enable Capacity & Skills for agroindustrial development. The first component will focus on supporting production and productivity of high value commodities by providing improved seeds, fertilizers, machinery and other equipment and transfer of climate smart technologies. The second subcomponent will Enable Capacity and Skills for agro industrial development. This will include capacity building and strengthening of farmer groups in key Special Agro-idustrial Processing Zone (SAPZ) commodities and training for MSME-s. Emphasis under this component will focus on building capacity and skills of farmers, micro, small and medium agro-processing enterprises, and equipping, upgrading, and improving TVET institutions to provide quality training for aspiring students in agriculture and agro industry. Emphasis here will be on women and youth famers and enterprises. Component 3: Project Coordination and Management A stand-alone project implementation unit (PIU) will be set up to ensure day-to-day management and coordination of the project. PIU will be hosted within the Ministry of Industry and Commerce and will comprise of full complement of essential experts. 3. Procurement of Goods, Works, Non-consulting Services and Consulting Services will be carried out in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations (BPM) dated October 2015 or as may be amended from time to time. Bidding documents are expected to be available in November 2022.
