  • Expression of Interest are invited for DIME Mozambique Rural Development Impact Evaluations First Follow Up Survey. Development Impact Evaluation (DIME) seeks to procure the service of a firm/consortium ("Survey Firm") to implement all aspects of the first follow up survey for the DIME Mozambique Rural Development Impact Evaluations, which include: - A community-level questionnaire on the local agricultural context as well as extension activities, to take place in 386 communities; - An agricultural household survey on a sample of 4,630 households from the selected communities; - A survey with representatives from 194 farmers groups from the selected communities; - A survey with 97 SDAE extension workers that implemented the project; - A survey with 56 agrodealers and retailers servicing the selected communities. A baseline survey for the impact evaluation was completed in 2021. The sample for the first follow up survey was interviewed in the baseline survey and is distributed over 10 districts across Nampula and ZambΓ©zia provinces in Mozambique: - Nampula: Angoche, Malema, Meconta, Mogovolas, and Ribaue. - ZambΓ©zia: Alto Molocue, Gurue, Mocuba, Namacurra, and Nicoadala. Activities are to be conducted between May and Sept 2022, with fieldwork taking place between June and Aug 2022. The data collection activities are part of a research partnership between the EU Delegation to Mozambique, FAO and DIME. Full details of the assignment will be elaborated in the Terms of Reference for shortlisted firms. The selected Survey Firm will report directly to DIME Evaluation Team (Evaluation Team) throughout the data collection process. The work will be divided into the following activities: - Activity 1: Survey instrument development feedback; - Activity 2: Detailed field procedure plan and obtaining necessary permits; - Activity 3: Recruitment, training of experienced field staff, pre-test and piloting; - Activity 4: Conduct community survey, household survey, agrodealer survey, farmer group representatives survey, extension worker survey data collection; - Activity 5: Data verification and delivery. The Evaluation Team will provide all survey instruments, exact samples to be interviewed and perform rigorous daily quality checks. The Survey Firm will not be responsible for descriptive data analysis or report writing other than reporting on all aspects relevant to the preparation and implementation of field work. It is the responsibility of the Survey Firm to respond to all quality issue reports in a timely matter. The Evaluation Team will provide and maintain a server on the SurveyCTO platform to receive completed surveys throughout the data collection. Fully-programmed survey masks will be provided by the Evaluation Team in an ODK format compatible with SurveyCTO. The Evaluation Team will only consider technical proposals that include the use of tablets and skilled staff with experience with CAPI-based data collection in rural areas. The Evaluation Team will provide the survey instruments in English and Portuguese. Interviews will be performed in the language the respondent is most comfortable with. The sample will cover speakers of Macua, Coti, LomuΓ©, Chuabo and Manhaua. The survey firm is responsible for ensuring that the language capabilities of enumerators and their respective field plans are aligned with the language necessities of the survey.
