  • Expression of Interest are invited for Evaluation of the Womens Land Tenure Security and Green Subsidy Components of NBCA-CLUSAs PROMAC II Program in Mozambique. Recognizing the national titling agenda and the importance of strengthening land rights to promote long-term agricultural investments, the National Cooperative Business Association CLUSA (NCBA CLUSA) incorporated a gender-targeted land-use title component into their ongoing Promotion of Climate Smart Agriculture (PROMAC) II Program. The program uses the Cadasta Foundations spatial data collection system to efficiently demarcate and process the same type of land-use titles distributed through the MozlandTerra Segura program (RDUAT). NCBA CLUSA also developed a long-term investment bundle to assist households to invest in their newly secure land, providing fruit trees and other inputs to program households. The World Bank Africa Gender Innovation Lab (GIL) is conducting a rigorous impact evaluation of the program to understand the impacts of these two components as well as how to promote co-titling and womens access to land property. This will inform the design of future land regularization efforts and assess whether additional constraints are limiting farmers investments. The impact evaluation focuses on a sample of 1,063 smallholder farmers in Molumbo district in ZambΓ©zia Province. The GIL is seeking interested firms/consortiums (Firm) to implement all aspects of a endline household survey. The selected Firm will report directly to the GILs research team throughout the data collection process and will also work closely with the NCBA CLUSA team members. The endline data collection will consist of tracking and interviewing a list of farmers who participated in the PROMAC II program in Molumbo district. This list will be provided by GIL. The selected Firm should be prepared to locate households using GPS coordinates provided by GIL, and to update the location of the households if farmers have moved. Upon locating each household interviewed at baseline, the Firm will administer the household survey. The survey will also measure the boundaries of at least one pre-identified plot (the target plot) per household. For those households that have more than one plot, the Firm will measure all plots within 90 minutes (walking) of their dwelling. The Firm will also measure a randomly selected 10% of plots that are farther than 90 minutes from dwelling. The Firm is expected to collaborate with the CLUSA project team to obtain the necessary information and coordinate fieldwork to facilitate the tracking of the participant farmers. Data shall be collected through a tablet during the face-to-face interview with a female farmer and her spouse, if she is married. The GILs research team has designed the questionnaire with an average duration of 90 minutes. The selected Firm will program the survey using ODK-compliant software, review and test the application prior to the training and fieldwork. All geospatial data should be collected using Bluetooth receivers and integrated into the survey. In view of the COVID-19 situation, we require that the selected Firm comply with the national recommendations of the Government of Mozambique to limit the spread of the virus and protect the health of the team members, farmers, and everyone in the project area. Among other measures, wearing masks, limiting the number of participants during gathering and training, and practicing physical distancing are strongly encouraged. The selected Firm will be responsible for staying informed of the evolving measures and adapting their work procedures accordingly. If these conditions are met and the national COVID guidance allows, the survey should start in August 2022 and be completed by the end of October 2022, prior to the start of the planting season. The World Bank now invites eligible consultant firms to indicate their interest in providing the services. Interested consulting firms should provide information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff). Firms may include no more than five descriptions of prior projects. The Firm should only include descriptions of prior projects that were started or completed in the last five years. The shortlisting criteria are: (i) running large smallholder farmers surveys in sub-Saharan Africa, preferably in Mozambique, (ii) experience understanding the work requirements, including with electronic data collection and management in support of impact evaluations, and (iii) experience and qualifications of projects team.
