Expression of Interest are invited for Legal Consultancy Services on the Incentives and Sanctions Regime (Ris) in the Provision of Public Water Supply and Sanitation Service 2. The Consultancy services will be developed for a period of 6 months and in 4 phases, according to the following description: (i) Phase I - Literature review applicable to the public service in general and to water supply and sanitation in particular; (ii) Phase II- The Consultant will make the Diagnosis and conceptual model of the incentives, infractions and sanctions in the provision of the water supply and sanitation service; (iii) Phase III-Formulate a proposal for incentives, infractions and sanctions applicable to regulated entities in conflict with the normative instruments and instructions issued by AURA, IP and (iv) Phase IV- Formulate the procedures and timetable for the implementation of the proposed legal regime .
