Tenders are invited for Market Study for a Pre-Feasibility Study of an up to 400MW Solar Plant in Mozambique IFC is seeking to appoint a Market consultant (the “Consultant”) to support IFC and Hidroeléctrica de Cahora Bassa SA (“HCB”) in the development of a large-scale greenfield solar plant (up to 400MW) in Matambo, Tete Province, in central Mozambique (the “Project”). As part of the assignment, the Consultant will conduct a comprehensive market analysis of the power sector in Mozambique and the Southern Africa Power Pool (“SAPP”) region for the next 10 years. The objective of this assignment is to assess the feasibility of developing the Project, considering future demand and supply forecasts, as well as the potential volumes and achievable tariffs. This assignment will include the use of existing studies, current market analysis tools, and a baseline model developed by the Consultant, considering sensitivity cases. The Consultant will conduct a granular analysis of key bottlenecks and constraints in the network, evaluating their feasibility and impact on the Project. Additionally, this assessment will consider factors such as competitiveness and exposure to stranded asset risks. Last, the analysis should provide a brief assessment of likely trajectories beyond the 10-year horizon.
