Description:
The overarching purpose of this summative evaluation is to assess the implementation and delivery of UNICEF-supported family-based care interventions in selected communities in Cabo Delgado and Sofala provinces, which have been affected by humanitarian crises, including armed conflict and climate-related natural disasters—between October 2023 and December 2025.The evaluation will pursue the following specific objectives:• To assess the relevance, effectiveness, efficiency, coherence, and sustainability of alternative childcare services implemented in humanitarian settings in Cabo Delgado and in communities affected by natural disasters in Sofala, with a particular focus on equity, inclusion, and gender equality.• To identify and document key lessons learned, good practices, challenges, and effective approaches applied since 2022, which can inform and strengthen national strategies on alternative family-based care.• To propose key programmatic standards for the establishment of a formal foster care system, including emergency foster care, tailored to the Mozambican context and aligned with national care reform priorities.
